Ok. I'm not a complete newbie to tennis.. I can keep the ball in play at least. I've been using a $30 walmart racket for a while.. Would a new, better built racket really make that much of a difference in my game?

Not until you make a difference.
It's perhaps 90% form, and 10% racquet that makes your game. If you don't have decent form, a better racquet is more like putting perfume on a pig.

But yeah dmast is right. better racquet will help you once your game is better.

I used a $25.00 racquet for about the first year and a half before I upgraded to something decent. It did not make a noticeable difference right away. But start saving your pennies now, you should upgrade sooner or later.
