USTA; How To Get In

Despite being in high school i was wondering, how one gets into USTA leagues and games. I would really enjoy playing in tournaments just to see where i place and get more experience. Do i have to be 18+, do i have to pay( probably ), how do i sign up, how do i find leagues in my area, am i even good enough to play in the league( i think I'm 3.5-4.0 ).
