Raising FPS

I saw Milan03 raise the frame rate of his 1080i cap of RG 2009 Final from 30 to 60 and It looked a lot smoother
just wondering if anyone knows how to do that?

I don't think you can do that to any video.  The source has to be interlaced.  That's what the "i" in 1080i means.  Thus when you encode it into a progressive video (720p), you add in twice as many frames to make it go from 30 frames to 60 frames. 

It's hard to explain because I don't even fully understand it  :)~
