Also, the logic of weapons advancement is the logic of efficient killing and that efficiency being transferred the US's enemies-those who live by the sword, die by the sword.

Not many see the potential for trouble with these devices.
 
They can carry explosives and other weapons, biological or whatever.
They could unleash this in the middle of a superbowl for instance.
 
Countries could use this for espionage or other acts, I could see it having use in the mideast with countries so close for assassinations for example.
