18 months ban for this is ridiculous. He refused because he was ill and he had a phobia of needles (I have it too), and the combination of factors could have been too much for him. So he sent someone to send a letter to the blood test doctor. Looks like this could have been a miscommunication.
They blood tested Troicki the next day and he was clean. I'm sure he will be clean now too.
Besides, if he doped that day, why would he lose to Nieminen 1 and 2?
