OK, Got it.

Near the top right of the page it asks you to enter a 3 digit number or letter combo and then hit submit. It will then start a 45 second (or so) count down. When the count down is over the button will say "Click to Download". Man that was tricky to find.

I looked at that website 6-8 times before I figured that out. It was very weird, bad layout for them.
